[MC-22449] MCRegion > Anvil doesn't work with old maps

When I want to play a really old map with the MCRegion format it does not convert to the Anvil format from 1.2+.

Environment

Launcher 1.0.8 (through bootstrap 4) started on windows...

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
