Enabling aquifers in ultrawarm dimensions can generate with water

Enabling aquifers in ultrawarm dimensions (the Nether) can generate with water. This is probably caused by the change that aquifers below Y=0 can be lava aquifers, because it didn't happen before.

Placing the water will make it disappear, but generated water behaves like in the Overworld, even if you do a block update next to it.

Discovered while testing MC-220771.

Well, that ticket is incorrectly resolved, because there is nothing that can change the water generating. Not the "ultrawarm" field and not the "default fluid." Check the import.

Think this is intended because commands and cheats allow water in the nether.

This isn't by commands. It is by the worldgen settings, which stopped working correctly, presumably since 21w16a, because that's when aquifers below 0 could be lava aquifers. That they probably don't depend on the default fluid anymore.

Please check if that's still an issue for you in 21w42a or later. If so, please provide an updated worldgen file.
