The Bug
Upon the new generation of the stronghold, the stone surrounding the stronghold would not always work from the surface generation, therefore exposing the stronghold on the top. This is not due to cave carvers. No datapacks were used in this seed.
To Reproduce
use the seed 285015128393952 without the caves and cliffs preview datapack, default world type
tp to -2118 46 -760 --and look below.
The Error
The stronghold is exposed with stone bricks, even with the stone surrounding. This is not from the cave carvers. It should be hidden from the surface builders.

The data pack doesn't seem to work in 1.17 Pre-release 4. Please provide a working data pack where this issue can be reproduced.
Its probably the datapack that is doing this
