It’s similar, but not a duplicate. If you notice the lowest height a stronghold can generate has been changed in 1.17 compared to 1.16, it doesn’t go down to lava level anymore. This caused the stronghold in 1.17 to generate way higher than 1.16.

I found a seed that did not use the world gen datapack.

I fixed the Java Version

Still exists in 21w18a.

Unfortunately this bug wasn't fixed in 21w18a.

Reintroduced underwater caves in 21w15a, still affected.

Affects 1.16.5 and 21w13a. but 1.16.5 isn't listed in affected versions.

When I tested several worlds searching for ravines, they don't generate below y=0, so I can confirm this bug.

Not fixed for noise caves in 21w08a, but normal caves are fixed.
