[MC-236613] Overworld surface blocks (grass, sand, snow, mud) are sometimes generated underground in caves

The bug

Grass is generated in noise caves.

How to reproduce

Create a world.
Enter spectator mode and observe the caves.

❌ You will find grass blocks in noise caves.
