[MC-226468] Lightning rod distance does not match that of Bedrock Edition (parity)

The distance that a lightning bolt can strike a lightning rod is 32 blocks, while in Bedrock Edition this distance is stated to be 64 blocks.

This bug is invalid; the distance is 128 blocks, not 32.

For the record, the distance of 128 is Working as Intended.
