This axolotl was trying to swim horizontal into flowing water coming out of a water spring in a ravine. The axolotl unlike other mobs floated way above the average height that I've seen with other ocean/aquatic mobs. This could just be a hitbox thing, but it should be touching water. The axolotl then sinks down into the water ending the floating animation.
