The bug
Emerald ore spawns way more often in 1.17 compared to 1.16. I compared the same chunk of the same world in both versions, and in 1.17 there were more than 15 ores in the chunk.

I used vanilla world generation, no datapacks. In the 1.17 world generation files, emeralds spawn between 6 and 24 times, I believe in 1.16 it was 3 to 8 times
It changed, but they changed all ore spawning, to have bigger clusters. I don't see this as a bad thing.
I'm pretty sure all the changes to ore spawns were reverted to 1.16 rules. The only one that's different is emerald ore. I assume emerald ore spawn rules are supposed to match 1.16 rules like the others, but it doesn't currently.
I found this bug as well while caving in a mountain biome. I can confirm that this happens in 1.17 pre-2 as well. Attached is a screenshot of an area excavated at 503 242 in a mountain biomed on the seed 5066170007265903118 in 1.17 pre-2. I believe that this can be replicated on any seed.
