I saw a lilypad generating on a block, which i think doesn't work as intended.

It could be beneficial to rename the issue so that "structure blocks" is not confused with the actual structure blocks.
Yes, that confused me as well, before I clicked on it. I'd recommend changing that to, "blocks from structures" or something like that.
The seed is 2686092101085001154, writing to make the issue easier to reproduce. Affects 1.17 Release Candidate 2.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
