Certain blocks and items have special name colors assigned to them to highlight rarity. These should be shown in all cases where the name of the block/item in question is displayed, however this ticket highlights an exception.
To reproduce: (a spawner is used for these examples, however any block with a rarity assigned will work)
Obtain a spawner in the inventory, using commands, or by using Silk Touch in Beta 1.9 Prerelease 4 and upgrading the world, or however else you may desire
Move the cursor over this spawner in the inventory and note the item name
Obtain a block which can be placed exclusively on spawners: /give @s stone{CanPlaceOn:["spawner"]}
Move the cursor over this stone and note the tooltip's utter disregard for the rarity value

That's not true. Several blocks have rarity colors. The following blocks are affected:
Mob and player heads
Beacons
Impulse, chain, and repeating command blocks
All light blocks
Barriers
Structure blocks and voids
Jigsaw blocks
Spawners
The Dragon Egg
