I used datapacks for a world in 1.16.5. When I try to load the world in 1.17, it tells me to fix them or load the world in safe mode (which doesn't do anything). I tried updating the datapacks and it still doesn't load. I deleted all the datapacks from the datapack folder and the world still doesn't load. When I went back to 1.16.5 and disabled all the datapacks, it still wouldn't load in 1.17.

I cannot confirm that, the world remains openable when the dimension-providing pack is removed, and the dimension stays valid as it gets stored in level.dat.
Make sure your dimensions don't use biome IDs that don't/no longer exist.
As for the reporter's issue, update your files, dimension types added a required height parameter in 1.17, and dimensions changes some formatting in 1.18.2.
I have heard of custom biome id issues, but these aren't.
The datapack attached has the necessary world data for vanilla world generation including the now essential "noise route" field.
EDIT: After investigating the issue further, I noticed that it affects a more general cause with worldgen noise settings and that the one presented by the reporter seems irrelevant for a fix has been explicitly stated in the attached game log.
Thus, I would suggest updating the report concerning a more up-to-date issue with the provided datapack for it prevents the world loading once the new generation settings are stored into the level.dat file.
Create a new report, don't ask to repurpose other issues to go away from the original issue (even if non-issue).

I've resolved this as invalid since the data pack causing this issue most likely just wasn't updated properly for 1.17 (note that worldgen data packs are still experimental). If that's not the case and you're still experiencing this or a similar issue in 1.18.2+ please file a new bug report, if possible with more information.
What exactly are the data packs?
