Pillager outposts generate more substructures than before

Pillager outposts generate several substructures as I saw in every Java seed.

Steps (for 1.18):

  1. Enter the seed 100.

  2. Enter the command "/tp -391 105 1032" or "/tp -983 98 824"

  3. You will see the pillager outpost generating several substructures.

Expected result: Pillager outposts should generate substructures normally.

Observed result: Pillager outposts generate several substructures.

Can confirm; pillager outposts are generating with many more substructures in 1.17 than in 1.16.5. Came across this while trying to reproduce MC-224491.
