[MC-228946] leaving the nether makes a new nether portal

when i leave the nethre from my only portal in the nether, i should end up at the original portal i used to enter the nether, but when i leave the nether it makes a new nether portal in a cave, this has happened twice. enter the nether, exit the nether, you may end up at a new nether portal in the overworld instead of the original you entered

To fix move the nether side portal to X÷8, Z÷8. X and Z being the overworld locale.
It should work unless more portals nearby link. (I think its a 1024 ~~128~~ block radius)
