Hello,
So basically, 1.17 will open perfectly fine no issues, but once I try to make a world or join a world, as soon as it hits 100% my entire PC blue screens with the error "DRIVER_IRQL_NOT_LESS_OR_EQUAL (afd.sys)" I have tried basic fixes to my drivers and have not seemed to work, most of the older 1.17 snapshots work fine (and of course older versions) and I can run them. But later snapshots, pre-releases and 1.17 itself just don't like PC.
I know hardly anything about PCs, so help would really be appreciated!

Sorry wrote this as I was going to bed. What do you mean by crash like blue screen? because the client I'm using a.k.a. Lunar Client crashes on 1.8.9 do you mind being a bit more specific on how I should go about fixing this? Mine just says Latest release 1.17 :/
The same BSOD (DRIVER_IRQL_NOT_LESS_OR_EQUAL - afd.sys) occurs for me from Snapshot 21w19a to the latest 1.17.1 release.
However, it occurs within 80 minutes of gameplay, in both single player and multiplayer games (instead of on world load as the OP had).
I've already checked/updated all my drivers and did a fresh install of both the game and the PC, but it still occurs.
My afd.sys has a version number of 10.0.1904.1801, according to the windows-provided driver verifier, but I doubt that's relevant considering how old snapshot 21w19a is.
The reason why DRIVER_IRQL_NOT_LESS_OR_EQUAL - afd.sys occurs is probably due to a processor buffer overflow, that occurs when Minecraft process hits 100%, I think when that overflow happens, it causes other processes (including cmd.exe) to be frozen. However, Windows threats this as a driver failure, causing a system crash. This overflow only occurs on processors that do not know how to handle this overflow. I don't know if I am right, since I don't have any crash debugger software at all. I think this means that if you are using that processor that has that overflow bug, you might trigger a DRIVER_IRQL_NOT_LESS_OR_EQUAL - afd.sys crash.
I think the workaround this is to add a processor usage cap (for example, if it is set to 80%, Minecraft won't be able to reach higher processor usage that this value).

@K_Z
I am pretty sure that we are facing the same problem, so I believe this issue is more likely caused by some code in Minecraft Java Edition, rather than some personal misconfiguration in runtime environment or hardware. A minidump BSOD file has been uploaded, which indicates the function of us both (afunix!AfUnixDeliverDataToClient+18d) has the same symbol name, and it seems like this function is called by javaw.exe in every Minecraft-related IRQL-level-too-high BSOD case.
In my case, the game crashes(with the OS) randomly, which means I cannot find any specific operation in the game that might cause the BSOD. The BSOD can occur in both single-player and multi-player. It happens in 1.17 and 1.17.1.
My PC is a Clevo NH55 laptop with an AMD Ryzen 5 3600 processor ,a NVidia RTX 2070 GPU and 16GB RAM, running 64-bit Windows 10 pro. Drivers are the newest. This combination of hardware is powerful enough to avoid most PC performance issue. Since afd.sys seems to be a WinSocket driver file, I am curious about @K_Z 's network adaptor model. Mine is Realtek 8822CE.
I appreciate it if someone could figure out what's happening in the game and OS. OS debugging is not my profession, so please give me a tip if you know something about it.
Thank you for your report!

@A.Chu My network adapter is RealTek RTL816. Nothing conclusive.
Another test case is when hosting a local 1.17.x server (its shares the game code, of course), a BSOD will eventually occur, with the same error as usual.
What 1.17 snapshots work and which ones don't?
Also, what are your system specs?
