[MC-231507] End city generation seems stunted

End Cities don't seem to be generating / only small end cities are generating

Try finding larger end cities on other seeds and finding larger on this seed on previous versions

I'm unable to reproduce this issue in 1.17.1. End cities appear to be generating normally as they should. In my testing, I located these structures with varying sizes and not all of them were small as you mentioned in this ticket. I also used the seed that you provided and still was unable to reproduce this.

I just had a unormally large end city, it might just be luck wasn't on your side.
