It might be on touchscreen mode, it's having to double tap everything and very difficult. Maybe if you know how to set it back that would work.
I just had a unormally large end city, it might just be luck wasn't on your side.
Have you tried pressing enter, it did that to me, and enter worked, it might have been updates that have changed it from it going automatically to enter.
