As per the title, foxes will sit and lay down in powder snow and freeze to death without attempting to escape
Steps to Reproduce
Summon a fox and wait for it to begin sleeping.
Place some powder snow on it.
❌ Wait for it to begin freezing and watch closely.
Observed Behavior
Foxes will remain sleeping inside of powder snow despite taking freezing damage.
Expected Behavior
Foxes would not remain sleeping inside of powder snow when taking freezing damage. Instead, they should wake up and act accordingly.

I am also able to confirm this behavior in 21w39a. Here are some extra details regarding this issue.
