[MC-232935] Badlands Crash on Custom Worlds

1- Create the world with this Datapack

2- do /locatebiome minecraft:badlands

3- teleport on the coordinates of badlands

4- crash the minecraft

Can confirm, but it might be an issue with the data pack itself. The log is spammed with Empty height range: [0 absolute-0 below top] warns even before the world is created.
