[MC-233841] I don't really know how to fix this at all

I don't know how to fix this can anyone help me it's on 1.16.5 im trying to make a server but it keeps on saying this then it crashes idk what to do and JDK does not work for me it makes it worse it only happends when i open it with a console idk why but when i open it as normal it works so Whats going on ?

This issue is invalid, as you are using a modded and outdated version of Minecraft.

im not i use Normal Spigot Server it's a normal spigot server idk why it does not work tho for

Same Spigot you can just download any where
