So I was trying to summon a horse with no AI so I could finally make the perfect sittable block. I tried a pig with no AI first and it did not move, but the saddle was still visible when I summoned it to be invisible. I then tried the horse, and the saddle became invisible when I summoned it that way, but it seems to move whenever you sit on it, whether it be saddled or if you are trying to tame the No AI horse.

@Avoma Okay so basically, when you use a potion of invisibility on a saddled pig, the saddle doesn't turn invisible. My problem for the horse is that when you sit on a horse (saddled or not) that you summoned with no AI, it still moves on its own, (as in it moseys around). It's kind of like two reports in one; sorry.

@Avoma Yes that report does describe my horse issue, but it is happening again in 1.17.1 and I also tried it in 1.17 and the same thing occured. My theory is that the line of code about the horse bucking you off is not negated by the NoAI command but that's just what I think. On the other hand, the saddled pig one is probably an easier fix.

@Avoma it seems like this issue has been around for a little, would it be fixed for the next update? Sure hope so.

Okay, so the issue with the pig is the same with the strider. When you give them a splash potion of invis, their saddle does not disappear.
