I threw a splash potion of invisibility on a spider, a cave spider, an endermen and a sheep and they turned completely invisible except for their eyes and the sheep's wool.
what I expected to happen:they would turn completely invisible inclusive their eyes and the sheeps wool
what actually happened: their eyes remained visible

Because it hides the mob, not special effects or things it is wearing. They may choose to change this, but it currently works as expected.
so you are saying wool and eyes are not part of the mob's body?
if this is what you are claiming then steve's hair should be visible while invisible too

Actually, yes. They are different textures. The game simply hides the mob, not the special effects applied to the mob like glowing eyes. They can't make hair show because hair is part of a texture.
I know the technical side. I also know wool isn't part of the texture. but it IS part of the mobs. so if the potion make the entire mob invisible then it should include the sheep's wool

Ok, so here is what I will say:
The eyes should be hidden however wool should not hide because the sheep is wearing it.
ok I can live with that. the wool should be fixed. the eyes are up to mojang to decide
Also, tamed wolves' collars are visible, again, a different texture.
On a related note, how do you feel about armor being visible even though the player wearing it is not?

This is intentional. Yes, it may be silly, but it's fun and that's why we opted to keep it.
The sheep's wool and the wolf's collar is their "armor", so they are visible even if the mob itself is invisible.
Tha bug is oly with the sheep. (I mean only, not oly 🙂)
Sheep wool and Wolf collar are remain invisible.

What about when you splash a pig with a saddle or a strider with a potion of invisibility? The saddle remains visible. - 23w31a
