[MC-235536] keepInventory off in hell

when prescribing the command: "/gamerule keepInventory true" on the server, when you go to hell and if you die there, things will not be saved, they will fall

Cannot reproduce, this is likely a modded server issue (paper/bukkit/whatever are all also modded).

Your game is outdated. If you can reproduce in 1.17.1 vanilla (no spigot servers or optifine) recreate this issue.
