[MC-236713] Icebergs can generate on land

For some reason I found an iceberg on land while I was exploring my first 21w37a world after I have discovered an igloo.

Can confirm, and also seems like oceans can generate on lakes.

Yeah, this needs to be fixed because users may confuse them as ice spikes.

The Bug:

Icebergs can occasionally generate on land.

Expected Behavior:

The expected behavior would be that icebergs cannot generate on land.
