I can confirm this behavior in 21w39a. The easiest method of reproducing this would be to enter creative mode, run /kill, and then break a block as soon as you respawn. If you do this quickly enough, you'll notice that the block you broke stays dark, indicating that lighting lags behind world generation. Just for clarification purposes, this didn't happen in 1.17.1.

Ah finally this is fixed. Was playing a snapshot survival and this was one of the major bugs we noticed
