Ore veins can be exposed to the ocean floor when generating

The Bug:

Ore veins can be exposed to the ocean floor when generating.

MC-214783 states that the ocean should not generate with stone floors, so having blocks within ore veins such as granite and copper ore generate along the ocean floor doesn't seem right.

Steps to Reproduce:

• Enter the following seed and coordinates.

Seed: 1938601533716763858
Coordinates: /execute in minecraft:overworld run tp @s 3648.39 41.31 -2302.34 311.37 44.18

• → ❌  Notice how ore veins can be exposed to the ocean floor when generating.

Expected Behavior:

The expected behavior would be that ore veins cannot be exposed to the ocean floor when generating.
