This can also occur in sand-covered ocean biomes and appears to be throughout the entirety of the ocean biomes, with some random exceptions.

It's actually that the gravel and sand that usually generate is gone, as it's not pure stone, it's the stuff you would see in caves

It does indeed seem to be related the stone separating different water levels.

I found this on my world as well, there would be some gravel spawn until y: 50 and below where it'd be all stone mixed with the usual ores and alternate stones. Definitely lucrative for mining if you have water breathing potions but not sure if intended.

Can this be reproduced using the datapack for the new cave generation? If so then this is probably a temporary fix.

I can still reprudce this with the datapack, so this ticket should probably be reopened.

Reopening as I can still reproduce this in 21w18a with the preview data pack enabled at the coordinates provided in this comment.
