The Bug:
Dirt is still able to generate below y level 0.
In the Minecraft 21w07a Snapshot Article, it was mentioned that dirt should not be able to generate below y level 0, however, it's still able to.
Steps to Reproduce:
Enter the following seed and coordinates.
Seed: 1938601533716763858
Coordinates: /execute in minecraft:overworld run tp @s 5015.02 -3.06 -2165.39 -1222.17 2.60→ ❌ Notice how dirt is still able to generate below y level 0.
Expected Behavior:
The expected behavior would be that dirt is not able to generate below y level 0.
It might be more correct to say that patches of dirt generate at the edge of y=0, causing it to "surpass" the limit. This also happens with diorite/granite (MC-215846) so it might be WAI.
