Cave world types generate are missing terrain features

The Bug

Cave world types no longer generate the biome specific features such as grass blocks, trees etc.

Reproduce

  • Create a cave type world

  • Go into spectator

  • Fly around
    ❌ Notice that no biome specific features generate like grass blocks

Expected Result

The cave biome would generate as normal

I am able to confirm this. Also affects 21w38a.

Technically fixed in 21w41a. Still happens, but in a different way. Details in MC-239041.

@unknown I was still able to reproduce this in 21w41a. Biomes such as jungle still generate without grass blocks, trees etc.

@Anthony Cicinelli yeah I know but it's not the same issue anymore. The cause of this one has been fixed. The new cause is MC-239041.

Can confirm, in 21w44a it generates in fully nether rack instead of stone

1.18 prerelease 1 removes caves as a world type, but does this still affect data pack worlds?
