[MC-23730] When cutting of leaves with shears, they drop saplings and apples. As much as I know, this shouldn't happen because it makes the apples easier to obtain. (Sorry for my bad english, I'm mexican)

What I expected to happen was...:
When cutting off leaves with the use of shears, they should only drop the leaves block.

What actually happened was...:
They dropped sapplings and apples too.

Steps to Reproduce:
1. Take some shears in survival mode.
2. Cut off some oak leaves with them.
3. They will not only drop the leaves, but also some saplings and occasionaly, apples.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

this is still happening in 1.11.2 and in 1.12 snapshots .... not beeing able to recreate this pretty much shows how much time was put into trying to recreate it... probabbly less than 2 minutes...
