Subtitle for using shears on age plants inconsistent with other tool uses on blocks

The bug

The subtitle produced when using shears to set a plant's age to 25 describes what happens to the plant, rather than what the tool is doing. This is inconsistent with other shears uses on blocks (beehives, pumpkins), as well as using a shovel or hoe on dirt blocks, or using an axe to strip wood, which state the tool's action instead.

Expected result

The subtitle should show the tool and the action, for example: "Shears crop".
