When using a Cartography Table to expand a map, the map or the paper can only be placed in the second slot. When placing the paper it appears to expand a map but you cannot remove it because there isn't a map in the table. Placing the map in the table appears to do nothing.

I created a world to be set in creative mode. I wanted to see what the specific seed i found looked like on a map. I used the creative inventory to get a cartography table, some paper, and some maps. I placed the cartography table and that is when the issue occured.
