That's not how you craft leads. You need 1 slimeball and 4 string for the recipe, not leather.

This report is invalid as this isn't how you craft a lead. A lead can be constructed with four pieces of string and a singular slime ball.

They're asking for whips to be added, which is a feature request. No mention of leads were made...
