Generated end portal blocks are devoid of eyes of ender. Portals either lack eyes completely or only have one.

After further searching, I think loot may normal. I updated the report to only include the missing eyes of ender.
I'm unable to reproduce this issue in both 1.17.1 and 21w41a. End portal frames in strongholds sometimes generated with eyes and sometimes didn't.
We do not have enough information to reproduce this issue.
Please provide the following information about the world you are playing in as text. Attaching a screenshot showing them is not enough.
World Type:
"Default" if you have not chosen one when creating the world.
For "Superflat": Additionally provide the generation preset.
For "Buffet": Additionally provide the generator type and biome you have selected.
Additional generation settings (in case you changed them): E.g. "Generate Structures", "Bonus Chest", ...
Seed: Can be obtained by using the
/seedcommand and clicking on the message in chatCoordinates: Can be copied to clipboard by pressing
F3+C

I found the same and thought it was just a rare thing I happen to come across, so I checked another stronghold in the same world and found it had no eyes either, and just found food and iron armor/tools as well.
