[MC-238838] Lush Cave features do not get placed under rails in mineshafts

Title says it all
How to reproduce:
1. Create a single biome lush cave world
2. Locate a mineshaft
3. Notice how there is no moss or clay under the rails

This does not affect dripstone caves

This behavior is present in 1.17.1 as well and isn't exclusive to the 1.18 snapshots. You can create a single biome lush caves world to reproduce this in 1.17.1.
