Stone can generate exposed below snow / ice in frozen peaks

Stone is regularly visible when it generates exposed in frozen peaks biomes, probably due to the jaggedness of how the peaks generate. Not sure if intended or not.

Expected result

Stone wouldn't generate exposed on frozen peaks biomes, instead only ice and snow would generate in those spots.

How to reproduce

1. Create a world with the seed -1164634591480939756.

2. Go to the coordinates X=8117, Z=8698.

3. Notice how stone is exposed below ice and snow, even if there's not a cave.
