Ever since the terrain has been getting more extreme and cool, it seems that villagers have been ignored. They can't climb up this new extreme terrain, trapping them on top of mountains or at the bases of mountains. My suggestions are: 1: make it so that villages need a certain amount of flat space to generate, or 2: put ladders in villages to help them climb.

"Works as intended" means "unintended consequence but too much work to design and implement a fix." There have always been bizarre villages, but 1.18 pushes the problem to new limits. Sad. It would be so simple to limit village generation to a reasonable ∆Y from the village center. How about a configuration option?
@Richard, I think you're getting the "Won't Fix" and "Working as Intended" resolutions the wrong way around: WF is the behaviour you described (too much work/unable to fix), while WAI means that "this is the correct behaviour", which means, for example, that if this behaviour was removed without a changlog mention, then you could make a bug report about it.
Can confirm. I've seen a village segment inside a ravine.
