X: 912, Y: 75, Z: -796
After going a few hundreds in the X asis within the specified seed, I stumbled upon this Azalea tree on the Snowy Taiga Biome. Now, going straight to the point. After going a few google image searches and reading on the Minecraft Wiki, I found out that this tree commonly spawns above empty spaces and above lush caves. It says otherwise on the photo attached below. There was no cave below and it was not generated on an empty space.

Ofcourse, I am sure its correct since I did not write them down manually but clicked on it and it automatically copied on my computer's clipboard.
My seed didn't produce the azalea tree either however at X: 912, Y: -2, Z: -796 is a lush cave biome and actual caves.
Lack of tree MAY be MC-238073.
However, as there is a lush cave biome, this is intentional. It's not wrongly generated.
Lush caves don't JUST generate in caves (they're a biome), they can generate anywhere underground. Did you properly check the entire depth if there was a lush caves biome there?
