[MC-239846] Caves don't generate bellow y=0 in chunks generated before 1.18

When entering a world made in 1.17.1 or earlier, bedrock gets replaced with deepslate, and a layer of deepslate generates down to y=-64. There are currently no caves generating in the new layer in old chunks.
