After placing an item frame and an item inside it, several glitches occur, all involving passive mobs:
Chickens penned up by fences will go through them, causing them to suffocate. This happens initially as well as upon every reload of the world.
Cats (dogs?) that are sitting in unloaded chunks will teleport to a random location in the surrounding area, sometimes into solid blocks, also causing suffocation. This only happens the first time a frame is placed.
Upon reloading the world, some passive mobs will appear invisible for a length of time ranging from five seconds to a full minute. This happens every time the world is loaded, even when the player is standing close to these mobs.
This has so far only happened in single player, and has not been tested on any difficulty or mode other than normal survival.

That's a bit difficult, since any pictures detailing the glitch would look normal. Anything specifically?
You've got multiple issues here.
Mobs going through fences when item frames are near: Fixed in 1.4.1.
Ocelots and wolves teleporting sometimes: An old bug, predates item frames and is not affected by them. I had considered it fixed, are you sure it's not?
Invisible mobs on logging in: That's a valid issue! 😃

All of these glitches happen immediately upon placement of an item frame, so I assumed they were all related. As of the latest snapshot I downloaded (Saturday 10/20), mobs were still glitching through fences, so maybe I just didn't download the latest patch.
As for ocelots teleporting, I haven't tested it with a wolf yet, but the cat I keep in the mineshaft (block level 12) will teleport to me without fail after I place a frame. I did experience the teleportation bug you mentioned related to interdimensional travel back before it was fixed, and this seems unrelated.
