[MC-240842] Dungeons spawn with one chest or none

Sometimes dungeons I spot didn't spawn with 2 chests, only one or none.

Or sometimes they spawn smaller.

Dungeons with no chest are being tracked in MC-91085. I'm fairly sure that dungeons with one chest are intentional.
