[MC-241414] Lava and water springs can generate inside ice spikes

Water and lava spring features can generate inside packed ice, which looks especially weird in ice spikes biomes.
Seed -6803956270792776041 has an example of this at coordinates 465, 102, 917

Lava is tracked in MC-239397, which is fixed in a future version.
