Giant spruce tree sometimes generates with leaves as low as below the block

I've noticed that the giant spruce tree sometime generates very close to the ground with leaves at ground level.  But recently I've noticed my water collection system below the tree was blocked.  So leaves were generating even directly below the block, as well as a few blocks around it.  I didn't get a pic this time, but I'll attach one if it happens again.
