The bug
Pandas do not spawn when bamboo jungle biome is too small.
Steps to reproduce
Create a Default world:
Seed: 2917133137276911148 X: 5312 Y: 110 Z: 5371Use the following command to apply the effect to nearby pandas:
/effect give @e[type=panda] glowing 1000

I see similar numbers of panda spawns in 1.17 and 1.18 Pre-release 6, so I'm closing this as 'Cannot Reproduce'.
If you can find some clear evidence that panda spawning has changed between 1.17 and 1.18, please open an issue with a repro case that lets us see the difference between 1.17 and 1.18 🙂Â
Sorry, I found out that it was actually caused by MC-155811.
Can confirm on world seed -5802668346802351245 and coordinates x=733 y=100 z=-224
(Note: using a repeating command block can help to continually track the panda spawns)
