Pandas do not spawn on podzol,leading to pandas only spawning on bamboo jungle's edge grass block

This is working as intended "Pandas spawn in groups of 1–2 in bamboo jungle biomes at the surface on grass blocks with a (minimum) two block space above them at a light level of 9 or more..."

The wiki does not (usually) state whether a feature is intended (and it is not an official source anyway). There is nothing here that says a panda should only spawn on grass (but there may still be a good reason for why it is). They also seem to spawn specifically in the bamboo areas of the bamboo jungle which causes the podzol created around the bamboo to impair their spawn rate. This might be intended however, to prevent pandas from getting stuck in the bamboo, like how polar bears are intended to only spawn on normal ice (with an official source to prove it).

From What i have seen pandas from spawners also dont spawn on podzil which in my knowledge that confirms it doesnt spawn there, a problem is they then hardly spawn because of podzil

Is this really intended? It feels weird to deliberately impair their spawning like that.

Shouldn't be intended, since it makes pandas hard to find, and even more with the new generation. Anyway if that's how it's supposed to happen then just increase pandas' spawning chances.
