Polar bears don't spawn on packed ice, blue ice and snow block

Ice spikes on superflat world top of grass block can spawning polar bears,but on ice spikes biome top of snow block can't spawning polar bears.

In Bedrock 1.16.100 polar bear spawning was changed to occur on snow, grass, and ice in frozen non-ocean biomes, and on ice-only in frozen oceans.

I think this is still consistent with the Aquatic Update announcement mentioned by gaspoweredpick in an earlier comment, because that only seems to describe frozen oceans.
