This has existed in the experimental snapshots and has carried over to 21w37a.
Pandas do not seem to spawn, at all. Going to a Bamboo Jungle, in my experience, doesn't even yield one panda. They simply do not generate. If anyone else has encountered them getting even one must be extremely, extremely rare because in the dozens of worlds I've created I have yet to see one in the world generation overhaul.

Strange.. perhaps then it really is because of MC-236756 and its the new 3D biomes affecting them. In normal worlds they definitely are not spawning; I tried several times last snapshot and again this snapshot on video and there still is nothing.

I believe this is actually caused by MC-155811 since apparently Panda's can't naturally spawn on Podzol leaving them to only spawn on Bamboo Jungle Edge biomes which were removed

I can't seem to reproduce this issue in 21w37a. I created a "Bamboo Jungle" single biome world and was able to find that several pandas did indeed spawn.
