This is a duplicate of MC-221748. This actually isn't a bug and is working as intended.

@markderickson , I have to disagree with you, since in MC-221748 stalagmites were located in a cave, but in this case they are on the surface of the world.
This is actually a duplicate of MC-223051. This chunk is not newly generated because I checked the seed and coordinates, and it is a frozen ocean biome in 1.18.
Was that location already in a pre-generated chunk?
