[MC-244704] Dripstone Generates Above Ground

What I expected to happen was...:
Dripstone would not generate on the surface without any blocks above it.

What actually happened was...:
Dripstone generated above ground and is visible from the surface.

Steps to Reproduce:
seed: -2060703100

coords: -14, 111, 132
