[MC-245010] Sometimes certain chunks will never load

The bug

Sometimes certain chunks will never load, no matter how long you wait for them to load. This does not seem to be a lag issue because the debug screen shows reasonable FPS and MSPT. Using F3+A or F3+T does not fix the issue. Closing and reopening the world does fix the issue. Anecdotally, this seems to be caused by loading in chunks quickly.

To reproduce

Give yourself an elytra and many firework rockets.
Fly in a straight line while spamming rockets.
Turn around and fly along the straight line again in the other direction while spamming rockets.

Original description

Hi! I just backed up and loaded on 1.18.1 Candidate 1. At first things were okay, though a bit lagging. I started to build and everything seemed fine. Then I went to the front of my base and saw this! I walked all the way up to the edge and it would not load up. I walked away, walked back up, and it still would not load. So left the game!! lol Kind of new still with MC and not sure what that was about!!

I'm also experiencing this. I moved about 10-20 chunks away and there was unloaded chunks that didn't want to load after waiting a bit.

Same thing. I've attached an image showing the seed and location. I boated away from there a ways and then boated back and it stopped loading. Those chunks were initially visible when I restarted the game.

Also having this issue frequently after migrating 1.18 world to 1.18.1. Appears to be visual: had a chunk "not load" and zombie appeared to FREEZE on chunk border, but a few seconds later i started taking damage from invisible zombie.

I thought this might be MC-239031 however I just started seeing this on a new flat world in RC-1. Mobs on chunk borders stutter/flutter in place.

I think this might be related.
I was playing on a local server on 1.18, and I had the same issue of a chunk not loading. I broke some blocks to see if it was lag, but it wasn't. The item dropped normally. But then chunks simply stopped loading. I left the server and logged back in, the chunks still didn't load.
I tried shutting off the server, but it simply doesn't save the chunks. I'm kind of worried about closing it by force... I still have the cmd open...
