When picking a command block with NBT by using Cmd+Shift+Pick Block, the resulting command block does not save the Conditional option.

Thanks for the report! We're tracking this issue as MC-87296. Unfortunately, Mojang has marked this report as Won't Fix, meaning that, although they acknowledge that it is a bug, they will not be fixing it.
